Kanye West's mother passed away in November 2007 after suffering heart failure the day after her surgery at the Regional Medical Center Centinela Freeman.
The bill on the protection of individuals undergoing cosmetic surgery was originally signed by California Governor Arnold Schwarzenegger.
There is a long process before the bill becomes law. Any member of the House may submit legislation. After that, legislation is passed to the Speaker of the House, and then passed to the appropriate committee. The bill will be discussed and sent to the President for consideration before becoming law.
This law on cosmetic surgery requires that all persons considering this type of surgery conduct a physical examination 30 days before they are put under the knife.
The Donda West law gives greater protection to people who fall under the surgeon's knife and has been law since October 12, 2009.
